The New Person Search searches the whole C-IV System, which includes all four counties. What about the regular Person Search?
The regular Person Search searches all counties when you enter person information. With regard to searching for a case number, it will only return the matches for that county (e.g., if Case #1010101 existed in both Stanislaus and Merced and you were searching in Merced, it would only bring back matches for Merced).
