Under the Delegation of Authority Act, Ministers are able to assign certain duties (i.e. issuing of approvals). For many years, some Transport Canada officials, including Managers of the Navigable Waters Protection Program, have had delegated authority to issue project Approvals. These staff members are recognized throughout the federal government as experts in the area of navigation and navigation impacts. Only the employees of Transport Canada with these delegated authorities and proper training are authorized to carry out these duties.
