Same as #2. Management Memo 02-12 does not require formal bids, it requires departments to solicit and obtain three offers. Departments can continue using their internal processes already in place to solicit offers, provided that the process is fair and competitive. Further clarification answer: For all transactions less than $5,000 departments shall obtain at least two price quotations from responsible suppliers whenever there is reason to believe a response from a single source is not a fair and reasonable price.
