Managed devices are any device the Codima Discovery Engine get management information from, i.e., not ones that are just addresses in the ARP/Routing/Forwarding tables or devices that we just know exist because they respond to pings, but devices that give the system information, such as the type of device it is or the name of the device or in the case of SNMP and WMI provide a lot of internal information on configuration etc.
