The LDA can only negotiate with the lead partner. The LDA therefore recommends that all partners ensure a Service Level Agreement is in place so that all organisations in the partnership are clear about their roles and responsibilities. Lead partners must obtain the LDA’s permission to change their delivery partners once their bid has been accepted and the LDA can refuse changes where it believes these changes would be detrimental to achievement of the project’s original aims and objectives.
