The IAU is well respected, and rightly so, for the role it plays in standardizing the catalogues of planetary nomenclature and star designations. However, the IAU is not a governmental agency and as such has no authority to govern, make laws or determine sovereignty on any planetary body. The IAU was formed by a group of Earth-based astronomers who decided arbitrarily that no other organization could purchase property on the Moon; their position on this matter has no basis in law as the organization has no authority to create and administer laws.
