The hydraulic elevator motor name plate on the outside of the oil tank shows it is a wye-delta motor but only 3 leads are coming out to the starter. What’s going on?

A- Most likely the motor is a wye-delta wound motor but the leads have been tied together inside so that it acts like an across the line wound motor. If you need to replace the starter you have a decision to make: Open the tank, pull out the motor and rewire it, pulling all 6 leads and possibly having to run new conduit, or purchase a new across the line starter or electronic soft starter.
