The front sheet of the bridge plans has an item “Remove Structure” in the estimate of quantities and the bid sheet contains the same item in the bridge items. What is this for?

The remove structure note is explained further on sheet S2 in the note for the construction of piers 1 and 2. It is for the removal of the median and part of the paved channel for pier construction.
