There are few explanations for this. First, when initially filling the cat box, be sure there are at least 3 to 4 inches of litter in the box. This initial filling may require 14 lbs. of litter or more. Second, each time clumps of waste are removed from the litter tray, fresh litter must be added to the box as insufficient litter will inhibit clumping. Finally, do not mix non-clumping litters with Fresh Step® Scoopable as this will also inhibit clumping.
