The EIR states that the most effective way to reduce emissions generated by motor vehicles is by implementation of a transportation demand management program, as proposed in the EIR. PAMF is committed to implementing more than a dozen programs developed by the city’s traffic consultant to reduce vehicle trips to and from the medical center. The city’s traffic consultant has stated that the program would reduce trips by at least 10 percent and potentially up to 20 percent.
