The definition of relative poverty in Germany is ˜people whose income falls below 60% of the average income”. Is that a reasonable definition for the purposes of a social business fund in Germany?

I do not consider this as a good measure of poverty. I consider people living in poverty when they are dependent on government hand-outs, such as welfare payments and unemployment benefits, are involved in the informal sector to earn a living, or are disenfranchised members of a community.
