According to the AOC’s survey of parking areas nearby, existing parking lots have unused capacity. The AOC presumes that, after construction begins, vehicle operators will use the World Trade Center lot, the Broadway Garage, or other parking facilities near Pacific Street or Pine Street during business hours.
