It is not a way to take his house from him, they have specifically said (as he has no money) that it would be recouped from any future sale of the house. The amount will be so high because the council will have used contractors and as ultimately they would not be paying the bill (note ultimately) they will just have taken cheapest of 3 quotes. A lot of years ago i briefly worked for the Prison Service in the finance office of a large prison. I was totally gobsmacked at some of the prices contractors charged them for decorating and maintenance small works.
