The CHPQA certificate for annual operation of my CHP is issued by DEFRA a year in arrears. When can I claim for oil used in 2006?

Any claim has to be based on annual operation as certified by Defra. Under CHPQA the first complete annual operation period for relief will be for the period 1 January to 31 December 2006. You may claim as soon as you are in possession of the CHPQA and SoS exemption certificates for this period. This will not occur until sometime in 2007. This said, if the CHP ceases to generate at any time in 2006 you may claim as soon as you are in possession of the required certificates for the part-year of operation.
