When setting up the PFI there should have been a comparison of the costs of providing the service directly, to ensure that the PFI contract delivered value for money. If the contractor is unwilling to split the charges into the CFR codes then the overall facilities sum should be apportioned over the CFR headings on a pro-rata basis.
