The author has already given the nominator permission. Can I skip the rest of the process and mark the story off as complete?

You can paste the permission into the Author Permission box, but the author still needs to approve the categories, rating, summary, link, and other information contained in the nomination. Only after all that is approved can you mark the story as complete. If the nominator wants to help expedite the process they may tell the author to expect an email from you.
