Imagine that you have sunk your life savings into building a complicated network of roads. If you don’t attract drivers who are willing to pay to use them, you are finished – your children are going to cry themselves to sleep with hunger. When you stand up to make a presentation to a group of potential customers – drivers – are you seriously going to tell them that in order to drive a half a mile to pick up a loaf of bread, they are going to have to stop a few times to put quarters into a toll meter? Of course not.
