No. The proposal is more likely to retard efforts to self-sufficiency than promote them. A growing, though not conclusive, body of evidence suggests that housing vouchers help families leave welfare and succeed in the workplace by enabling them to move out of high-poverty areas and into neighborhoods with more jobs, lower crime, and better schools.
