The Environmental Protection Act 1990 requires that any person who takes possession of a stray dog must either return the dog to its owner or take the dog into care of the local authority. If, after taking the dog to the local authority, you wish to keep it, you must inform the City Council. You must keep the dog for not less than 1 month, unless it is claimed by its owner.
