Table borders are drawn in AFP spooled files using graphics (GOCA) commands. Graphics (GOCA) commands are not supported by Host Print Transform. This is a limitation of OS/400. See http://publib.boulder.ibm.com/iseries/v5r2/ic2924/books/c415713521.htm#Header_409 for more details.
