Absolutely NOT. Scrambling for the purposes of the T2 is better defined as a short, steep section of broken ground that may require your hands to be used and does not require the planned use of a rope. A T2 leader is required to have the skills to lead a party through steep, broken ground without the planned use of the rope. Scrambling is beyond the remit of a T2 leader/ Mountain Leader.
