Carriers submit service and subsidy proposals in response to our RFPs. Those RFPs advise the applicants that their proposals should be submitted on a sealed bid, “best and final” basis, and set forth the level of service — frequency, aircraft size, and hubs — that would be appropriate for the community given its location and traffic history.
