I knew someone who wrote a nice letter about a neighbor’s barking dog once…they ended up with slit tires on their car. Also, after you’ve written that letter, anytime someone else in the neighborhood makes an anonymous complaint to animal control, and animal control speaks to the dog owners, the owners will think it was you. I’d call your local animal control dept., they will deal directly with the neighbors. If you’re worried that this will cause trouble for your neighbors, it won’t. Animal control will simply do what you are thinking of doing with your letter, except it will come straight from the agency, and you’ll be left out of it entirely; it will simply be a “heads up” for the neighbors, and lets them know that their dog is causing enough of a nuisance that there was a complaint. A letter turns this into something between you and your neighbor. The other way keeps the issue between your neighbor and the local rules.
