They didn’t “allow” Malvie to contact Hal. My best guess is Malvie, who is after all part human and raised on Earth, has been trying to escape and get home for centuries. The Earth GL blundering into his sector made it easy for him. BTW– Malvolio’s Ring is DC’s Instant Way Out of this Parallax business. They’ll never use it, but it *is* there.
