As the work level for full performance under DCIPS is level 2, this means that developmental positions may be established in the Professional work category through pay band 3. • Developmental positions may not be established in pay band 4 or 5 as the work level for each of those bands is established only at the Senior and Expert levels. • The establishment of developmental positions must be accomplished as part of a formal component program and approved by OUSD(I). • As part of that developmental program, an employee may be promoted noncompetitively to the established full performance work level for the work category.
