No. Duties with the red dot designator in ADS reflect duties and work functions that are uniquely performed at NASA, and are not performed in any other federal agency. Examples would be those duties pertaining to flight vehicle acoustics, or aerospace vehicle design and mission analysis. Duties in ADS without the red dot designator are those duties and work functions that are government-wide, i.e., they are performed in multiple federal agencies, including NASA, such as those pertaining to project management, accounting, and human resources.
