Water vapor is a greenhouse gas. It enhances the effect of other greenhouse gases because as they warm the atmosphere, it can hold more water vapor. So to say that water vapor also increases global warming does not lessen human-induced warming, it accelerates it. The question begins when water condenses as droplets or ice and form clouds. Whether these clouds are thick low clouds or gauzy high clouds makes all the difference. If more of the former form, it causes a negative feedback. If more higher clouds form, it will increase warming even more. So individuals asserting water vapor lessens the impact of human activity just don’t know what they are talking about. Water vapor complicates climate predictions but we’re getting better at dealing with it. Don’t misinterprete the media’s love of debate
