California prohibits burial on private property, but the Jackson family could petition the state to get a portion of Neverland Ranch designated as a cemetery. There is precedent: Richard and Pat Nixon are buried on the grounds of the Nixon Library & Birthplace in Yorba Linda, Calif. But they had to deed the land to a church to get an exemption.
