No. While Julian did try to open up the program by putting it under General Public Licence (GPL) at SourceForge, the project never generated much interest among developers. SpamCop has since been sold to private interests. The SpamCop Reporting and Blocking List services are owned by Cisco Ironport Systems, LLC. The SpamCop Filtered Mail Service is owned by Corporate Email Services (CESMail).
