The names are randomly selected from a Master Jury Wheel (refilled every two years). The names in this Master Jury Wheel are obtained from the Voter Registration Records of the Twenty Five Counties within the jurisdiction of the Western District of Pennsylvania. Petit and Grand Jurors are drawn from the counties within their respective divisions.
