Sometimes setting layer transparency produces strange results or doesn work at all, am I doing something incorrectly?
Usually, this is because your display settings on your computer are not set to True Color. Transparency will only fully work when you use True Color. Changing your system’s color settings while ArcMap is running may destabilize ArcMap, so you should exit ArcMap before changing your display settings.
