Delaware is a small state with a limited number of students. To make accurate decisions about items and to establish a valid and reliable database for each of the items, a minimum number of students per item is needed. This means we have to use all students in a grade level or course in the field testing of the items for each grade level or course. Delaware is committed to moving to this new statewide assessment system as quickly as possible. Therefore, field testing this spring is necessary. This will not be an annual occurrence. Future field testing of items will be embedded in the online operational tests.
