We’ve said that Argo Dam is failing because the Michigan Department of Environmental Quality says it is failing. In 2004, the DEQ’s chief of water management wrote the City of Ann Arbor a letter that read, in part, “the toe drains along the downstream side of the raceway canal embankment are failing.
