Some eLearning classes are on TV. Who decides if a course is offered on TV?

The individual faculty member and their department decide whether or not to offer a class on TV. Dr. Jean-Pierre Bayard, Director of ATCS , works with faculty to arrange the distribution method, room scheduling, catalog posting, etc.
