Yes, you can send SMS to inform the incident to an application, even if it is currently inactive. To this end, BREW applet loaded first, and then send it EVT_APP_MESSAGE event again. Application by calling ISHELL_StartApplet () start automatically, you can not call ISHELL_StartApplet () and “silent” in addressing the incident.
