Sir, how best can we address the twin issue of electoral reform and constitutional amendments?
Before we touched electoral reform and amend the constitution, we must first of all reform administration. Our problem is honesty. Our problem is leadership. If leaders are honest, we will have stable government. I always tell people that if you get good leadership and all those in government pledged not to be corrupt, the armed robbers, kidnappers and all the bad things will disappear. The disease is implanted in leadership. Get the leadership right and the society will behave. That, to my mind, is the beginning of electoral reform. The leadership must be reformed first. Once honesty is implanted on the leadership, it will ultimately grow into the followership. We all know that during elections, ballot boxes were taken away from polling booth to secret places where they are stuffed and sent to the electoral officers for counting.
