In November 2006, Council voted to proceed with the Hale Street Link project. However, due to the anticipated traffic impacts associated with the original design Council did not receive approval for the original project progress. In late 2007 Council reviewed the Hale Street Link project design with the aim of reducing the impacts on the travelling public, while maintaining project benefits. Who developed the new design?
