Shrek was a great original movie concept. Who came up with it?

A lot of people don’t know this, but Shrek is actually based upon a children’s book by William Steig called “Shrek”. Of course, the book doesn’t directly target Disney with its humor like the movie does. DreamWorks/PDI took a lot of leeway in making the movie “their own”.
