However, if it can be proved that a neighbour has caused the damage by, for example, driving a fence post through a pipe, he/she could be held liable. The Council could consider recovering all costs that it incurs from that person if it does the work in default. Similarly, you could claim from that person any costs that you incur. The Council cannot, however, provide private legal assistance on your behalf.
