Shouldn’t schools be free to set their own school targets without being pressurised by the LEA or government?
Ultimate responsibility for target setting remains with the schools governing body. Of course schools will exercise their won judgement when setting targets, as no one knows more about their pupils. But we would not want schools to put aside the local (and national) targets. They are central to raising standards and have been carefully negotiated with individual LEAs based on the latest available data.
