Local authorities make estimates of future expenditure requirements for their planning of programmed works and formulation of Business Plans. It is not appropriate to base resource allocations upon locally collected estimates because necessary expenditure is not defined consistently between local authorities. Instead the MRA allocations to local authorities will be based on information from the English House Condition Survey (the same data source as used to produce the stock condition indicators within the Generalised Needs Index and Housing Needs Index.) The EHCS is not large enough to be able to predict directly expenditure requirements for each local authority robustly and accurately. Instead, the EHCS will be used to estimate the national average expenditure required on newly arising need for 13 different dwelling types.
