No. The Employer Data Exchange (EDX) system was programmed to immediately “expect” contributions on inactive (dormant) PERS members in part-time positions under the presumption that they would work 600 hours during the year. However, PERS recognizes that remitting contributions for potentially non-qualifying employees creates problems for employers as well as employees. We are addressing this issue through rulemaking for ORS 238A. In the interim, please do not make IAP and employer contributions for dormant part-time employees in non-qualifying positions. Report salary for these employees as non-subject salary.
