Perhaps multi lingual signs where alcohol is sold might be helpful (at the expense of the licensee) but I do not see why the tax payer should bear the burden of paying for television advertising. Better to make learning English compulsory for all who intend staying longer than say 6 months. Better still make it compulsory for all foreign nationals to take a driving test (unless here on holiday) at their cost and let drink drive awareness be part of the test. I think the drink driving adverts on TV are quite explicit visually – there are some things that can be explained without words.
