There already is a wall, the Roman emperor Hadrian built it. England cannot “give” Scotland independence, because England does not “rule” Scotland. Scotland’s power in the Union and representation in the UK Parliament is higher than her population merits. Scottish seats have put several UK Prime Ministers in office, including Tories (Winston Churchill won a 16 seat majority in 1951, but his party won over 30 Scottish seats).
