Should W/S L part IV, line 17 transfer to W/S E part A, line 10?
For FY Begin 10/1/2001 or after, and W/S S-2, line 36, column 2 is “Y”, W/S 2 part IV, line 17 “exception payment” is ONLY allowed if you meet the qualifications in 42 CFR 412.348. CMS added a question on S-2 (new line 52.01 in Transmittal 10) to determine eligibility for this transfer. We calculate line 17, and if it is positive, it transfers to E part A, line 10 if S-2, line 52.01=Y.
