Under the present system, you assume the voters do know something. We all know a lot don’t but…….. Under your system above, you open a can of worms that allows the politicians more power than I think you really want to give them and a questionnaire can be written and interpreted in a manipulative fashion so that only the people one side wants in can vote in the end. Never underestimate the manipulators. They are a fact of life no matter what.
