Preferably YES – but realistically if they can change an icon for a file and delete the shortcut to a file – then they can do the same for folders and programs. So it would be ok BUT it is recommended that there is fuller coverage to be sure of meeting the criteria. HOWEVER the technique for CREATING shortcuts to folder, file and program are different – so you should be looking for evidence that they have created such shortcuts.
