Yes, there should be but there have been two major obstacles in its way. First, billiards did not comply with the definition of a sport at that point in time (1950s). Second, IOC wanted one organization to be in charge of all billiard sports. Currently, the World Confederation of Billiard Sports (WCBS) represents all the cue sports, and IOC has recognized WCBS as an "international sports federation."  The organization is now campaigning for inclusion in the 2012 Olympics, however the IOC has a 28-sport, 300 event, 10,500 athlete limit.
