In America there is. It’s called the judiciary. If a company violates a contract, they are liable. If an employee violates a contract they too are liable. If it’s not a contractual relationship, then the enforcement comes, as it should, in the free marketplace, where companies who routinely violate the trust of employees will find it difficult and expensive to hire, train, and retain good people. The free market is almost always the best regulator.
