Should there be a law that protects Dogs when its bites a bratty kid?

This past winter I went to the store and decided to take my dogs with me. Of course, they waited in the car. When I was coming out of the store I noticed a little girl about 10 years old at the window of my vehicle and she was hitting the window jumping up and down and barking like a dog. It was so obvious she was teasing my dogs. She started giggling and laughing every time they charged at the window. (the car windows were up so there was no chance of them biting) To make matters worse, the mother was right there (parked next to me putting her groceries in her car) just watching her brat tease my dogs. Now, I am generally a very patient and understanding person, but I lost it that day. I hurried to my vehicle, told the little girl to stop it and get away from my car and then mumbled “Brat” underneath my breath, but loud enough for the mother to hear. The mother was not too happy with my comment – you could tell by the look on her face, but she just told little Emily to get in the car.
